New Mexico has a complex gambling past. When the Indian Gaming Regulatory Act was passed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to cash in on the Amerindian casino bandwagon. Politics guaranteed that wouldn’t be the case.
The New Mexico governor Bruce King appointed a panel in 1990 to discuss an accord with New Mexico Indian bands. When the panel came to an agreement with 2 important local bands a year later, the Governor refused to sign the agreement. He would hold up a deal until Nineteen Ninety Four.
When a new governor took office in 1995, it seemed that Indian wagering in New Mexico was now a certainty. But when the new Governor passed the accord with the Indian bands, anti-wagering forces were able to tie the contract up in courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing a deal, thereby costing the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.
It took the Compact Negotiation Act, passed by the New Mexico house, to get the ball rolling on a full contract amongst the Government of New Mexico and its Indian bands. A decade had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.
The nonprofit Bingo business has grown from 1999. In that year, New Mexico non-profit game operators acquired only $3,048. This number grew to $725,150 in 2000, and passed a million dollars in revenues in 2001. Nonprofit Bingo earnings have grown steadily since then. 2005 saw the largest year, with $1,233,289 earned by the owners.
Bingo is certainly popular in New Mexico. All kinds of owners look for a bit of the action. With hope, the politicians are through batting around gambling as a hot button factor like they did back in the 1990’s. That is most likely hopeful thinking.
