New Mexico has a complex gambling background. When the IGRA was signed by the House in 1989, it looked like New Mexico would be one of the states to cash in on the Amerindian casino craze. Politics assured that wouldn’t be the situation.
The New Mexico governor Bruce King announced a working group in 1990 to negotiate an accord with New Mexico American Indian tribes. When the panel came to an accord with two important local tribes a year later, Governor King declined to sign the agreement. He held up a deal until 1994.
When a new governor took over in 1995, it seemed that Amerindian wagering in New Mexico was now a certainty. But when Governor Gary Johnson passed the accord with the Amerindian tribes, anti-gambling groups were able to tie the contract up in the courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the deal, therefore costing the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It took the CNA, passed by the New Mexico house, to get the ball rolling on a full compact amongst the Government of New Mexico and its Native tribes. A decade had been burned for gambling in New Mexico, including American Indian casino Bingo.
The non-profit Bingo industry has increased from Nineteen Ninety-Nine. That year, New Mexico non-profit game providers acquired only $3,048 in revenues. This number grew to $725,150 in 2000, and exceeded one million dollars in 2001. Nonprofit Bingo earnings have increased constantly since then. 2005 witnessed the biggest year, with $1,233,289 grossed by the owners.
Bingo is certainly popular in New Mexico. All kinds of operators look for a slice of the action. With hope, the politicians are done batting around gambling as a key factor like they did back in the 1990’s. That is probably wishful thinking.
